This bill appropriates one million dollars ($1,000,000) from the general fund to the department of finance and administration for the New Mexico mortgage finance authority to establish a residential energy conservation program. This program aims to improve the energy efficiency and lower energy costs for homes occupied by low-income individuals in New Mexico, with no more than five percent of the funds allocated for administrative expenses. Any remaining funds at the end of fiscal year 2017 will be returned to the general fund.
