This bill, titled "Mandatory Reports Of Animal Abuse," amends Colorado Revised Statutes by adding a new section that requires certain individuals and entities to report suspected animal abandonment, mistreatment, or neglect to the owner or law enforcement within 48 hours of witnessing or learning about it. The bill defines "owner" broadly to include the person or entity owning the animal or property, along with their representatives. Those mandated to report include a wide range of professionals such as veterinarians, veterinary technicians, dog trainers, animal behaviorists, farriers, pet groomers, code enforcement officers, brand inspectors, animal abuse inspectors, wildlife rehabilitators, social workers, mental health professionals, psychologists, peace officers, licensed counselors, marriage and family therapists, psychotherapists, employees of the Bureau of Animal Protection, animal control officers, and owners or supervisors of animal care facilities, as well as anyone who reasonably suspects animal abuse. The bill also makes it a misdemeanor to knowingly file a false report and specifies that the act takes effect on September 1, 2015, with provisions for potential voter approval if a referendum petition is filed.
