This bill rejects the current 5-year Outer Continental Shelf Oil and Gas Leasing Program for fiscal years 2012 through 2017, which outlines where and when oil and gas exploration and extraction can occur on the seabed off the U.S. coast, and replaces it with a new 5-year plan for fiscal years 2015 through 2020. This new plan will be based on the Draft Proposed Outer Continental Shelf Oil and Gas Leasing Program 2010-2015, and the Secretary of the Interior will be considered to have completed all necessary environmental reviews for it. However, specific lease sales identified as 214, 232, and 239 will be excluded from this new program, and any restrictions on oil and gas leasing in the Eastern Gulf of Mexico, as established by the Gulf of Mexico Energy Security Act of 2006, will remain in effect.
