This Resolution sets the rules for debating and voting on two separate bills in the House of Representatives. First, it allows for consideration of H.R. 3, a bill to approve the Keystone XL Pipeline, waiving all procedural objections to its consideration and debate, limiting debate to one hour equally divided between specific committees, and allowing only one motion to send the bill back for further review before a final vote. Second, it allows for consideration of H.R. 30, a bill that would change the definition of a full-time employee for the employer mandate under the Patient Protection and Affordable Care Act (often called Obamacare), by repealing the current 30-hour work week threshold and replacing it with a 40-hour threshold, also waiving procedural objections, limiting debate to one hour equally divided between members of the Committee on Ways and Means, and allowing only one motion to recommit before a final vote.
