This bill prohibits any expenditures or planning activities related to the "Zip Rail line," which is defined as the intercity passenger rail line intended to connect Rochester with the Minneapolis/St. Paul metropolitan area. Specifically, the Metropolitan Council, the Commissioner of Transportation, and any regional rail authorities are forbidden from spending money on any aspect of the Zip Rail line's development, including studies, preliminary engineering, final design, or construction. Furthermore, these entities must remove any current or future references to the Zip Rail line from their official transportation plans and planning documents, except for historical references. This prohibition takes effect the day after the bill is officially enacted.
