This bill, titled the Keystone XL Pipeline Approval Act, grants approval for TransCanada Keystone Pipeline, L.P. to construct, connect, operate, and maintain the Keystone XL Pipeline and its associated cross-border facilities, as described in a 2012 application to the Department of State, including any route revisions within Nebraska. The bill declares that the Final Supplemental Environmental Impact Statement issued in January 2014, along with its related environmental analysis, consultation, and review, fully satisfies all requirements of the National Environmental Policy Act of 1969 and any other federal law mandating agency consultation or review, such as the Endangered Species Act. Furthermore, any federal permits or authorizations already issued for the pipeline before the bill's enactment will remain valid, and judicial review of federal agency actions concerning the pipeline will be exclusively handled by the United States Court of Appeals for the District of Columbia Circuit, except for review by the Supreme Court. Importantly, the bill does not alter existing federal, state, or local processes required to obtain access to private property for pipeline construction.
