This Joint Resolution proposes an amendment to the New Mexico state constitution to allow for the possession and personal use of marijuana by individuals aged 21 and older, and to grant the legislature the authority to create laws regulating the production, processing, transportation, sale, and taxation of both marijuana and hemp, while also establishing rules for acceptable quantities and locations for use to ensure public health and safety. This proposed constitutional amendment would be put to a vote of the people at the next general election or a special election before it.
