This bill allows any landowner within Nebraska's Northport Irrigation District to pay off their share of construction costs for project facilities at any time, even if it's earlier than required by federal reclamation law, which refers to a set of laws governing water projects in the western United States, including the Reclamation Reform Act of 1982. Once all construction costs allocated to a landowner's land within the district are fully repaid, those specific parcels of land will no longer be subject to certain federal restrictions on land ownership and how much water can be priced at full cost. The Department of the Interior will issue a certificate to landowners who have fully repaid these costs, confirming that their land is free from these limitations. This provision does not alter existing contracts between the irrigation district and the federal government or any agreements between the district and its landowners under Nebraska state law.
