This bill requires the Florida Housing Finance Corporation to allocate 4 percent of funds from the Local Government Housing Trust Fund before other distributions. Specifically, 95 percent of this 4 percent will go to the Department of Children and Families (DCF) to support designated lead agencies within local homeless assistance continuums of care, which are networks of organizations working to end homelessness in specific geographic areas. The remaining 5 percent will be given to the Department of Economic Opportunity (DEO) to provide training and technical assistance to these lead agencies, with such training to be delivered by a qualified nonprofit organization. This change aims to ensure dedicated funding for operational support and capacity building for local efforts to address homelessness.
