This bill, titled "Educational Facilities," allows Florida school districts more flexibility in constructing and renovating school buildings by permitting exceptions to certain existing construction requirements. Specifically, a district school board can adopt a resolution, with a supermajority vote at a public meeting held after 5 p.m., to implement these exceptions. Before voting, the board must conduct a cost-benefit analysis, using a professional methodology, to demonstrate how each chosen exception will save money, improve resource efficiency, and impact the facility's lifespan and costs, all while ensuring student safety and instructional quality are not compromised. The bill also mandates at least one public workshop, also starting after 5 p.m., to discuss the proposed resolution and cost-benefit analysis, which can occur during the same meeting as the vote. The exceptions can relate to interior non-load-bearing walls (allowing fire-rated wood stud walls in certain conditions), student parking areas (permitting gravel or grassed lots), relocatable classrooms (allowing installation without covered walkways to permanent buildings), and site lighting (exempting gravel/grassed parking from lighting, using timers for other areas, and allowing reduced lighting at single-door exits during occupied hours).
