This Joint Resolution proposes an amendment to the New Mexico Constitution to restrict how money collected from taxes and fees related to cars and their fuel can be spent. Specifically, it aims to ensure that funds generated from taxes, surcharges, or fees on motor vehicle fuels, or on the purchase, registration, or operation of motor vehicles on public roads, are exclusively used for public road projects and related administrative costs. This includes expenses like administering the tax laws themselves, paying off bonds issued for highways, meeting federal highway aid requirements, and the planning, engineering, construction, improvement, or maintenance of public highways, roads, streets, or bridges. Additionally, existing uses of these funds, as established by law before the amendment's adoption, would be permitted, but only if the tax or fee rates remain at their current levels. This proposed constitutional change would then be put to a vote by the public at the next general election or a special election.
