This bill clarifies that the oil conservation division of the energy, minerals and natural resources department has primary jurisdiction and authority over all matters concerning the conservation of oil and gas, and preventing waste of potash related to oil and gas operations, with the exception of municipalities and other entities specifically authorized by law. It also states that the oil conservation commission has concurrent jurisdiction with the division to fulfill its legal duties, and the division director can decide if the commission should hear a particular matter. Furthermore, the bill prohibits counties from enacting ordinances that would restrict oil and gas activities.
