This bill amends existing law concerning public employee bargaining by changing the rules for when meetings related to collective bargaining can be closed to the public. Previously, meetings to discuss bargaining strategy, collective bargaining sessions, and consultations or impasse resolution procedures involving public employers and employee representatives could be closed. However, this bill mandates that, unless it conflicts with federal law, collective bargaining sessions and consultations or impasse resolution procedures where the public employer and the employee representative are present must now be public meetings, open to everyone, with reasonable notice provided on the relevant state agency's website. The bill also specifies an effective date of July 1, 2015.
