This bill, concerning the naming of public facilities, establishes new rules for how state and local government properties can be named. It defines "public entity" as the state or any local government, "public facility" as any real property owned or funded by a public entity, and "public officer" as an elected or appointed official. The bill prohibits naming a public facility after a public officer while they are still in office, and also forbids naming any public facility after someone convicted of a felony or crimes involving moral turpitude, requiring immediate removal of such names. However, it allows a facility named for someone who later becomes a public officer to keep that name, and permits facilities already named for public officers before the bill's effective date to retain those names. For facilities managed by the state's general services department, a naming committee will be formed to recommend at least three names to the secretary and the governor.
