This bill establishes Michigan's participation in an interstate compact, a formal agreement between states, aimed at electing the President of the United States through the national popular vote. The core of this compact is that participating states will award their presidential electors, the individuals who officially cast votes for President, to the presidential candidate who wins the most individual votes nationwide, regardless of who wins the popular vote within their own state. This means that once enough states join the compact to collectively represent a majority of the electoral votes (currently 270 out of 538), the presidential candidate with the highest number of votes across all participating states will secure all of those states' electoral votes. The compact includes provisions for how votes will be tallied, how electors will be appointed, and how states can withdraw, with the agreement automatically terminating if the Electoral College is abolished.
