This bill requires federally licensed firearms dealers in New Mexico to take specific steps to promote firearm safety. First, dealers must prominently display a sign on their business premises, in letters at least one inch high, warning that knowingly or negligently failing to safeguard a firearm that endangers a child could be a violation of New Mexico law, referencing Section 30-6-1 NMSA 1978. Second, when a person buys a firearm, the dealer must offer them the opportunity to purchase a safety lock or a locked container for the firearm and provide a written form for the buyer to acknowledge this offer. Additionally, dealers must give buyers a written form advising them on safe firearm storage practices. The Department of Public Safety, in consultation with the Department of Health, will create the standard text for these forms and establish rules for their use, with these provisions taking effect on July 1, 2015.
