This Memorial, stemming from observations of significant fluctuations in New Mexico's retail gasoline prices between February 2013 and February 2015, including notable price differences within cities like Albuquerque and between different towns such as Albuquerque and Deming, acknowledges that residents may struggle to adapt their fuel consumption habits to these price changes and find it hard to understand the reasons behind such price variations across limited geographic areas. Consequently, it formally requests the New Mexico State University College of Business to conduct a study examining the factors influencing retail gasoline prices and the causes of regional and sub-regional price disparities, with a mandate to present its findings and recommendations to the relevant interim legislative committees by October 1, 2015, and to transmit copies of this request to the university's president and the dean of the College of Business.
