This bill authorizes the Secretary of Defense, working with the Secretary of State, to provide assistance to Ukraine's military and national security forces until September 30, 2017, including training, equipment, defensive weapons, and logistical support, to help Ukraine defend its territory against foreign aggression, protect its citizens from Russian-backed separatists, and foster conditions for a peace settlement. Before a significant portion of the authorized funds can be used, the Secretary of Defense must submit a detailed plan to Congress, and then provide quarterly reports on the assistance provided, including any changes to the plan and a breakdown of lethal aid. The bill also includes provisions for vetting all assistance to ensure it complies with existing law, authorizes $1 billion in funding that can be used until September 30, 2017, and allows the Secretary of Defense to accept contributions from foreign governments. Importantly, this bill does not authorize the deployment of U.S. armed forces into combat situations.
