This bill establishes a "Solo-Worker Program" within the Economic Development Department to boost New Mexico's rural and urban economies by creating and supporting jobs where at least sixty percent of revenue comes from outside the state, known as "economic-base jobs." The program defines a "solo worker" as someone employed full-time who doesn't receive office space or amenities from their employer, and a "program agency" as a certified business incubator, community college, or an organization focused on job creation and economic development. The department will provide matching funds to these program agencies to help residents become solo workers in economic-base jobs, support existing solo workers in expanding their businesses, attract solo workers from outside the state, and make New Mexico more competitive in creating, attracting, and retaining these types of jobs. Additionally, the bill appropriates $500,000 from the general fund for fiscal year 2016 to implement this program.
