This bill modifies the composition of the Central Florida Expressway Authority's governing body by requiring the chairs of the county commissions of Seminole, Lake, and Osceola Counties to each appoint a member who is a commission member, chair, or county mayor, and it clarifies that the Mayor of Orange County and the Mayor of the City of Orlando will also serve as members, with gubernatorial appointments subject to Senate confirmation. It also specifies that the Central Florida Expressway Authority is a party to a particular lease-purchase agreement with the Florida Department of Transportation (the department) concerning the Orlando-Orange County Expressway System, and it removes the requirement that ownership of this system must eventually be transferred to the state after the lease-purchase agreement is fulfilled. Additionally, the bill renames a section of Florida Statutes related to expressway authorities and sets an effective date of July 1, 2015.
