This bill aims to incentivize water conservation by preventing permitted water allocation amounts from being reduced if actual water use is lower due to documented conservation efforts, such as those outlined in best management practices, and by offering incentives like permit extensions. It also requires water management districts, which are regional governmental entities responsible for managing water resources, to promote expanded cost-sharing programs for additional conservation practices, including soil and moisture sensors, irrigation improvements, and water-saving equipment and fixtures. Additionally, the bill modifies the requirements for water well contractor licensure, allowing applicants to provide a letter from a water well contractor as proof of experience, in addition to or instead of a letter from a government inspector.
