This bill, known as the "Students Attired for Education (SAFE) Act," allows school boards to establish a standard student attire policy, which requires students to wear solid-colored clothing and shirts with collars, while permitting a small logo but no mottos or slogans, with the aim of improving school safety, discipline, and academic focus by reducing distractions and social pressures related to clothing. School districts that adopt such a policy for at least kindergarten through eighth grade are protected from civil liability, and the bill also creates a "safe schools allocation" to fund safety activities, with funds potentially withheld from districts that fail to comply with school safety and student discipline reporting requirements. Furthermore, it establishes an incentive payment of $10 per student in kindergarten through eighth grade for districts implementing a districtwide standard student attire policy, and appropriates $10 million for the 2015-2016 fiscal year to fund these incentive payments.
