This bill proposes new regulations for supplemental licensure procedures for horse racing meetings in Massachusetts, under the authority of M.G.L. c.128A, §9B. These regulations, found in 205 CMR 14.00, grant the Massachusetts Gaming Commission flexibility in several key areas: they allow the commission to waive filing deadlines for license applications under specific circumstances, such as when no horse racing association is currently licensed or if a previously licensed association fails to meet certain notification requirements; they permit the commission to consider an application complete from its initial filing date, even if additional information is provided later, as long as it's submitted within 90 days of the proposed meeting start; and they enable the commission to hold required certified checks or bank drafts in escrow for up to 30 days after a license is awarded, while also requiring awarded harness or horse racing associations to provide a bond within 30 days of license award.
