This bill allows for the creation and issuance of special license plates in Nevada that express support for the rights protected by the Second Amendment to the U.S. Constitution, in cooperation with the Nevada Firearms Coalition or its successor. The Department of Motor Vehicles (DMV) will design and prepare these plates, but only after the Commission on Special License Plates recommends their approval and a $5,000 surety bond is posted. These plates can be personalized and will cost an additional $35 for initial issuance, plus $10 for renewal, with further fees of $25 for the initial issuance and $20 for renewal that will be deposited into the State General Fund and distributed to the Nevada Firearms Coalition for firearm training or safety education. The bill also makes conforming changes to existing laws regarding trailer registration, new vehicle dealer registration processes, sample license plates, trailer plates, special license plate design limits, and the transfer of vehicle registrations to ensure these new Second Amendment support plates are properly integrated into the state's vehicle licensing system.
