This bill establishes a special commission to study and recommend improved communication protocols between law enforcement and court systems and victims of violent crimes and their families. The commission will examine communication at all stages of a case, from initial contact through the offender's release, and will develop "Massachusetts Victims Assistance Recommendations" including legislative and policy proposals. The commission will be comprised of legislators, representatives from various state agencies like the Massachusetts Office of Victims Assistance, the Commissioner of Probation, the Department of Criminal Justice Information Services, the Secretary of Public Safety and Security, and the Attorney General, along with appointees representing local police, trauma response services, district attorneys, and public defenders. This commission is tasked with submitting a report with its findings and recommendations within 180 days of the bill's enactment.
