This bill proposes to add a new section to Chapter 138 of the general laws, establishing an "Instructional Winemaking Facility License." This license would allow the holder to teach individuals about winemaking and let them participate in the process on the facility's premises. The licensee would also be permitted to manufacture wine on-site, up to 10% of their annual production, for specific purposes like replacing lost or discarded wine, maintaining a warehouse, and offering samples of wine produced by those who received instruction. These samples, not exceeding one and a half ounces per open container, are for promotional purposes of winemaking for personal or household use. Wine produced at these facilities can be consumed or distributed on-site to participants for their personal use. Additionally, the licensee can sell winemaking-related merchandise and apparel, and use the premises for events where alcoholic beverages may be served by a licensed retailer. The fee for this license is set at $1,000.
