This bill amends Chapter 93 of the General Laws to require that any "rebate," which is defined as the return or reduction in price of a consumer good, must be provided to the purchaser at the time of the retail sale, regardless of how the rebate was advertised or offered. It explicitly prohibits requiring customers to submit information after the purchase, such as through mail or email, to receive an offered rebate. Violators will face a civil fine of $100 to $1,000 for each offense and will also be considered in violation of Chapter 93A, which deals with unfair and deceptive business practices, allowing for enforcement under those procedures as well. This new section will become effective on January 1st of the year following its passage.
