This bill proposes to amend a previous act to ensure that funds allocated for regional school transportation are protected from being reduced by the Governor during times of revenue deficiency, a process often referred to as "9C cuts" which allows the Governor to make spending cuts to balance the budget. Instead of the Governor being able to unilaterally reduce these transportation funds, any such reductions would require a vote by the Legislature. Furthermore, if the Legislature does decide to make reductions, these cuts cannot be larger than the percentage reduction applied to Chapter 70 school aid, which is a state program that provides funding to local school districts.
