This bill proposes the creation of a zero-interest loan program, managed by the Executive Office of Health and Human Services, to help licensed nursing facilities convert all or part of their facilities into community-based residences. These new residences would offer alternative services for underserved elderly and disabled individuals, including affordable independent housing, assisted living, group homes for the developmentally disabled, and outpatient medical and dental services. The bill also establishes the Massachusetts Nursing Home Conversion Loan Fund to hold money from appropriations, bonds, federal grants, and private donations, which will be used to finance these conversions. An advisory committee, comprised of various state officials, legislative leaders, and representatives from elder care organizations and consumers, will oversee the development of this program.
