This bill, relative to zoning regulations, proposes to amend Section 13 of Chapter 21B of the General Laws, which governs the mining of non-coal earth products, by adding a provision that exempts local zoning rules that were not in effect at the time of a property transfer or the start of seasonal operations from applying to such mining activities, while otherwise affirming that Chapter 21B of the General Laws will be the governing law for these operations.
