This bill aims to expedite the construction of multifamily housing by requiring cities and towns to allow such development by right in certain zoning districts that are suitable for it, covering at least 1.5% of the developable land area and permitting a minimum density of twenty dwelling units per acre, where "multifamily housing" refers to buildings with more than three apartment or condominium units. It also modifies regulations regarding "cluster developments," which are housing projects that allow for more flexible lot sizes and layouts, by permitting them by right in residential zoning districts without requiring a standard subdivision plan as a prerequisite for approval, and it mandates that all single-family residential zoning districts must permit "accessory dwelling units" (ADUs) – self-contained housing units within or detached from a primary single-family home that are subordinate to it – as a permitted use by right, with reasonable regulations on their location, dimensions, and design.
