This bill proposes to amend Section 8B of Chapter 90 of the General Laws to require the Registrar of Motor Vehicles to provide holders of a learner's permit with two highly visible, reflective decals. These decals will indicate that the driver may be a permit holder, and the Registrar will design them and can charge a fee to cover production and distribution costs. The decals must be displayed as prescribed by the Registrar and be clearly visible to law enforcement officers, and operating a vehicle without them will result in a fine of up to $50. The Registrar is also authorized to create regulations for the effective implementation of this new requirement, which aims to enhance student driver safety by making permit holders more identifiable.
