The commission will issue a report with findings, and if certain negative outcomes are identified, such as unfair competition, increased costs, or reduced competition, the provider's proposed change may be denied. The attorney general will also conduct an independent review to ensure compliance with antitrust laws. The commission is tasked with creating regulations to define key terms and administer these reviews.
