This bill amends Chapter 71 of the General Laws by adding a new section that requires public elementary and secondary schools to obtain prior written consent from a parent or guardian before any student is asked to participate in a survey, analysis, or evaluation concerning personal or private issues. These sensitive topics include, but are not limited to, emotional and psychological concerns, sexual behavior, illegal or self-incriminating behaviors, feelings of victimization, suicidal thoughts or self-harm, birth control or abortion, critical appraisals of family members, privileged relationships, political affiliations, and income. This requirement applies regardless of whether the survey is administered by a state or federal agency, or by school personnel such as counselors, nurses, or health center staff, and all such materials must be made available for review by parents, guardians, and educators with adequate advance notice.
