This bill requires the Secretary of Public Safety and Security, in consultation with the Colonel of State Police, to create rules mandating the video or digital recording of all statements made by everyone involved in the booking process for individuals arrested by state police officers, with the goal of preserving visual images and statements. These rules must also outline how to prevent these recordings from being altered or deleted for a reasonable period of time. The bill also states that intentionally hiding or destroying part of the booking recording will be considered a failure of duty. The Secretary must establish these regulations by July 31, 2016.
