This bill amends a previous law by adding a new section that restricts how certain authorizations can be used for higher education capital projects. Specifically, these funds cannot be used for projects that do not meet at least one of three criteria: either the project's construction started before July 1, 2015; or the project is located in a municipality that is itself a "gateway municipality" (a term defined in state law, generally referring to cities and towns facing economic challenges) or is directly next to one; or the project is within a gateway municipality, is close to its city hall (within 2000 feet), and will be near public transportation (within 500 feet) once completed. This aims to ensure that higher education capital investments are directed towards projects in or near communities that could benefit most from such development.
