This bill grants the Secretary of the Commonwealth the authority to manage elections during declared states of emergency, whether by the governor or a federal agency, by allowing them to postpone or extend deadlines for candidates to qualify for municipal, county, or state-wide office, and to reschedule primary, special primary, election, or special election dates in affected areas, with any postponement not exceeding 45 days. The Secretary must also develop and adopt an election emergency contingency plan through rules and regulations, which will provide specific guidance to state and local election officials on procedures for notifying the public and election workers about postponements or delays, and for the release and certification of election results for rescheduled elections.
