This bill, amending Chapter 40B of the General Laws, mandates that the Inspector General, in collaboration with the Attorney General, will contract with an independent third party to conduct audits of all affordable housing projects developed under the comprehensive permit process since July 1, 1998. This third party will be selected through a competitive bidding process and must meet specific professional standards set by the Inspector General's office. The audits will adhere to generally accepted auditing standards and will thoroughly examine cost certifications, developer agreements, purchase and sale documents, property appraisals, financial records, and any other information deemed relevant by the Inspector General, who will also have the authority to subpoena necessary documents for these audits.
