The bill outlines strict regulations for these public warehouses, including requirements for licensing and bonding, limitations on storage rate increases, and prohibitions against charging fees beyond actual storage costs. Warehouses must also provide monthly statements to the tenant, insure the property for at least $10,000, and are liable for damages due to negligence. Tenants are granted the right to access their stored property once for free to inspect or remove items of personal or sentimental value, and can reclaim all property upon payment of accrued storage fees. The bill also establishes procedures for the sale of unclaimed property after six months, with specific rights for the tenant to purchase items, and imposes civil penalties for warehouse violations, which can also be considered violations of consumer protection laws.
