This bill mandates that at least fifty percent of the annual savings generated from the "community services expansion and facilities restructuring plan," which includes savings from reduced maintenance of state facilities, must be used to fund and implement Chapter 257 of the Acts of 2008. Furthermore, if the commissioner of the division of capital asset management and maintenance seeks authorization to sell state real property previously used as a mental health hospital or a developmental services facility, at least fifty percent of the proceeds from such sales must also be directed towards funding and implementing Chapter 257 of the Acts of 2008. The secretaries of administration and finance, and health and human services, along with the commissioner of capital asset management and maintenance, are required to provide annual reports to legislative committees detailing the progress of the restructuring plan, property disposals, and the implementation of Chapter 257 of the Acts of 2008.
