This bill establishes a special commission to investigate and study the numerous reports and data submissions that local school districts are required to provide under state and federal laws and agency regulations, with the goal of improving student achievement. The commission will identify any duplicative or redundant reporting requirements and propose recommendations to eliminate, modify, or revise them. The commission will be composed of nine members, including legislative chairs and minority leaders of the education committees, designees, and five members appointed by the governor, with specific nominations coming from educational associations, the Secretary of Education, and the State Auditor. The commission is also tasked with recommending financial and programmatic audits of proposed regulations from the Department of Elementary and Secondary Education to determine implementation costs before mandates are imposed, and ensuring that full compliance costs are provided to school districts and educational collaboratives before any new regulations are enacted.
