This bill aims to address disparities in school discipline by ensuring that students who are suspended or expelled in emergency situations are safely transported and cared for. It amends Massachusetts General Laws (M.G.L.) Chapter 71, Section 37H ¾, which governs student discipline, to require that school districts themselves provide transportation for these students, rather than relying on other agencies, to maintain a clear chain of custody. Additionally, if a student qualifies for meals, the school district must provide them before the emergency removal. The Department of Elementary and Secondary Education will be responsible for creating regulations to implement these changes, which are intended to improve the treatment of students facing disciplinary actions, particularly in light of data showing higher suspension rates for Black and Latino students, as well as students with disabilities.
