This bill proposes to amend Chapter 23B of the General Laws by adding a new section that would empower the Department of Housing and Community Development to establish rules and regulations mandating that a minimum percentage of units in new developments be designated as affordable housing when a comprehensive building permit is sought. Specifically, for developments where units will be owned by tenants, at least 30% must be affordable; for rental developments, at least 25% must be affordable; and for developments with a mix of rental and tenant-owned units, at least 28% must be affordable, with any fractional percentages of units being rounded up to the next whole number.
