This bill establishes a permanent commission on the social status of men and boys of color, a 21-member body composed of appointees from legislative leadership, state department commissioners (or their designees) from public health, social services, education, youth services, corrections, and workforce development, and additional members appointed by the Speaker of the House, President of the Senate, and the Massachusetts Black and Latino Legislative Caucus, with all members selected for their diverse backgrounds and commitment to improving the social standing of men and boys of color. The commission will conduct ongoing studies, report findings and recommendations to the governor and legislature, inform various sectors about issues affecting men and boys of color, serve as a liaison and information clearinghouse, and recommend policies and programs to state agencies, while also having the power to accept funds, hire staff, and hold public meetings. Initial members will have staggered terms to ensure continuity.
