This bill mandates that insurance plans, including those for state employees and retirees, as well as various private insurance policies and health maintenance organizations, must cover fluoride varnish services for patients identified as having a moderate to high risk of developing cavities, a condition known as caries. The Department of Public Health will establish the specific criteria for determining who is eligible for this coverage, and the services must be provided by qualified healthcare professionals such as physicians, physician assistants, nurse practitioners, registered nurses, licensed practical nurses, and certified medical assistants who have completed the required training. This coverage requirement applies to new insurance policies and contracts issued or renewed after January 1, 2014, and to those in effect before January 1, 2010, upon renewal.
