This bill amends Chapter 12C of the General Laws to prohibit health care providers from unfairly shifting costs. Specifically, it makes it an unfair business practice for a health care provider to try and recover money they haven't been fully paid by government programs, like Medicare or Medicaid, by charging more to other payers, such as private insurance companies. The office of the attorney general will be responsible for enforcing this new rule, and the center for health information and analysis, working with the attorney general, will create regulations to ensure compliance and establish penalties for violations.
