This bill requires the commissioner to annually monitor and evaluate how the state is implementing the federal McKinney-Vento Homeless Assistance Act, which provides support for homeless and unaccompanied youth, and to report these findings and recommendations to the board and legislature. The report must include an updated estimate of homeless and unaccompanied students, an assessment of the state's compliance with the federal law's goals, a comparison of academic outcomes like graduation and attendance rates between homeless and unaccompanied students and their non-homeless peers, as well as other student subgroups such as low-income, at-risk, special education (Sped), English Language Learners (ELL), and ethnic minority students, and an analysis of barriers to achieving the law's goals with suggestions for overcoming them.
