This bill makes several changes to the laws regarding absentee ballots, which are ballots cast by voters who cannot vote in person on Election Day. First, it amends Section 89 of Chapter 54 of the General Laws to allow voters admitted to a health care facility, confined to a hospice, or receiving home health care to apply for an absentee ballot up until the time the polls close on Election Day. Second, it modifies Section 91B(c) of Chapter 54 by changing the deadline for certain absentee ballot applications, specifically removing the phrase "after noon of the fifth day before the relevant election" and adding provisions for those confined to a hospice program or receiving home health care. Finally, it amends Section 86 of Chapter 54 to allow voters employed by a city or town to assist in conducting an election, and who have properly applied for and had their absentee ballot application certified, to vote using an absentee ballot.
