This bill proposes to amend Chapter 31 of the general laws by adding a new section that requires the personnel administrator to establish an examination procedure within sixty days of the bill's effective date for the certification of provisional employees to permanent civil service positions. Provisional employees are those currently working in civil service roles without having passed a formal examination for that position. The administrator will decide the format, method, and content of these examinations. Upon completion, any provisional employee who has served in their civil service position for at least six months prior to the bill's effective date, or who has previously passed a civil service exam and has been serving provisionally without interruption for over two years, will be certified. For those in the labor service, certification will be granted to any provisional employee who has served for at least six months prior to the bill's effective date. Importantly, this bill will not apply to positions within the police and fire services.
