This bill proposes to amend Chapter 90 of the General Laws by adding a new section that allows individuals to reassign a "low digit number plate," which are also known as passenger reserved or lottery plates, to a new leased private passenger vehicle upon the expiration or termination of their current lease without needing to physically present the plate or appear before the registrar. Instead, the lessor, meaning the company or individual leasing out the new vehicle, will be responsible for completing and submitting all necessary paperwork to the registrar to facilitate this reassignment on behalf of the lessee, who is the person renting the vehicle. The registrar, who is the official in charge of vehicle registration and licensing, will be required to create any rules and regulations needed to implement this new provision.
